If two teams from different divisions tie for the 2nd seed, is the tiebreaker for this head to head and then division record? Division record seems like a poor way to break this tie for teams that are in different divisions.

It is H2H and then division record.

It's not poor at all.  It emphasises the importance of winning division games.
