This would create an advantage to teams that win and presumably the better coaches.    All new coaches would likely be behind the 8 ball so to speak as being at the mean would still be disadvantageous compared to the top teams who will always have extra money to grab free agents, sign prospects and sign IFAs.

Horrible idea that's been discussed, and dismissed, dozens of times.

The idea is to reward the better coaches and keep the cream at the top.  Also an incentive to keep teams for having firesales and playing for next year.  Looking at most worlds there is a huge difference between the Ws from best teams to worse team and it is because team bow out and don't care way too earily and just tank and rebuild.

However< I can see how some would think it is a horrible idea (which is only an opinion) so maybe WIS could offer types of Worlds with differnet cap structures like you can do in fantasy baseball, there is rotiserie, 5x5, H2H etc...  HB could have HB 180, HB Dynamic etc etc

"This, in fact, will never happen."

The idea of WifS is to fill worlds so the cash keeps flowing in.   Starting with 185m while 6-8 teams have 195m will not entice anyone to join that world.

Simple math.

Really, if you want that bad enough, do a few $10M cash trades just after the budget is set.
