is there any point to go after an inelligable player and try to make him be able to play by second half of season

At DIII, there's no waiting period. ineligibles can play right away. But, like any player, they need to pull a 2.0 GPA to stay eligible

At DII, they have to sit out a year, with no improvement in skills. They still get 4 full years after that, though
