Should I promote this guy now to ML or should I continue to develop him?  This is my 1B that will start in the majors as of now:

I believe in trying to put the best team on the field. Megias is ready for ML pitching and should be promoted after 20 minor league days have elapsed. (Be careful, the minor league calendar starts two cycles after the ML.)  If you don't know yet, by waiting the 20+ days, Megias would not earn a ML service year for this season and it would delay him going to arbitration by a year so that you can pay him a cheaper salary one extra season. With regular playing time no matter what level, he will continue to develop this season.

Once in the majors, you need to make sure to give Megias days off throughout the season. With a durability of only 70, he is only going to be able to play at 100% for ~140 games. If his % drops below 100, he is at greater risk of injury.

Herzner is not going to be a good ML hitter, which is why others have left him in AAA to the point where he has been in the minors for 6 years.

I would personally go with Herzner and leave Megias in the minors for another year.  I would try to bring him up when he is essentially done progressing so as to enjoy max productivity out of him for minimum dollar in future years.  I don't typically understand guys that call up their 85 projected stud when he is rated 72 and then see him flee during free agency when he nears said 85.

But it all depends on your ML team...is this the difference between you contending and not?  Or is parking Megias in the ML now just going to cost you 5 draft slots?

People bring up their 85 projected stud when he's 72 because they're trying to win games.    I know that sounds crazy to someone who just finished 53-109 but some of us can't stand to lose game after game after game so we can get a high draft pick who'll be a great player for us in May 2012. 

I think most of us play the "budget/contract" game but look at Megias like this(and think about your strategy of holding players back):.  He's 21.  He's in his 3rd year.  He might get a little better but don't expect much.   So, you wait 20 games and call him up.  He's arb-el at 25.  You arb him again at 26.  You sign him to a 5 year deal at 27.  He is eligible for FA at 32.   He's probably already declining.  So what's the purposed of holding him back another year?  So you can sign him to a 4 year deal at 28?  Or do you want him when he's on the downside if he's demanding a big contract?

The kid is about 3-4 wins better than the incumbent.  If those games matter to you, promote the kid after the arb period.  If you need them for the minimum win requirement in your world, or if you're even a longshot playoff contender, or if you just don't like losing games, you should call him up. 

If none of those are true, it's OK to leave him down, because (a) his low DUR holds down his OVR, so he won't ask for exorbitant contracts, and (b) his very high makeup is a strong predictor of a later, slower decline than most players, so you're likely to want him for the relatively modest amount he wants for that age 32 season.  This advice is specific to this player-- in general, Mike's above logic is correct.

He's better than Herzner now. Wait the 20+ and bring him up. Whatever remaining development he has he will get at the ML level. He will make you a better team, if that's your desire(which it should be).

For clarification, this team only won 67 games last year.  I believe that it's improved over last year, so I'm hoping for a .500+ record. Barring some surprise, we're probably not a playoff contender.
