At one time he responded to me that he had increased the starting (lead off) batter to @ 787 if I recall. Subtract the 18 per batting order slot for rough puposes and you will be in the ball park of PAs required per spot. And, as ncmusian said, don't forget to add the +10% (PAs) to each batter that WIS builds into their fatigue numbers.
Another thing to do is move players around in the batting order to save PAs from time to time if you don't have enough players to platoon. And, another trick is to replace a borderline batter with a Defensive sub in the late innings to save some PAs. Last thing...in high caps there are many more runs scored per team, so there are obviously more PAs per batter in those leagues.
