Because they're unassigned -- not treated as being active and on your roster.

That shouldn't matter. By rule, you designate a player and you have 10 days to trade, release, or outright the player to the minors.

Tec, your question made me go look a little more thoroughly.. I was looking at the pitchers on my ML team and he wasn't showing up, so I figured he wasn't on any of the minor league teams either (obviously) BUT he is listed if i select ALL as the level. Thanks.
