I've never seen this message and I don't believe there is anything in the game yet with recruit's actrions once they've joined your team (drugs, fighting trouble etc)

yes I did a search and did not find anytihng covering it or I may have just missed it.

It's not important.  Means it's a bad character guy, which has absolutely no meaningful impact.
