Sim's don't have class size limitations.  If human coaches don't jump all over their guys they'll fill most or all of their open scholarships regardless of how many of them there are.  The guys they pick are basically random and may well be mostly or all freshmen.  Happens all the time.

Truth:  Sims cheat in a lot of ways and for the most part they still suck.

All of the above is true.  Except, if you look at the roster, there are 5 walk-ons & 5 scholarship freshman.  Although you would not want to, a human could fill out a roster in this manner as well.   There can only be 6 scholarships given to any single class.  Sims are not bound by that limitation.
