Long-running 16-team regressive needs two owners to take us into the 1990s and beyond. In addition to following history backward instead of forward, the league has several rules in place to prevent tanking:
• 40-game win minimum for top-4 pick (possibly changing to 45)
• keepers deadline Game 100
• must have 22 major-league players on the roster (AAA and active combined) at all times.
• Draft order based on salary, lowest to highest. (For a guide, keepers for the most recent season ranged from $45.6M-$76.2M; 9 of 16 were between $57M-$72M)
• 40 games live required to be eligible for playoffs or top-4 pick.
• Trades of picks limited to one season ahead.
• 15 Keepers plus IR (IR players count ½ of next active season’s salary)
• 6/2 Below Average AAA
