I was under the impression if a team signed more that one type A pick, they the order in which the FA accepted the offer determined what team got the pick in which round.  For example if Nashville signed my type A FA at the beginning of Free Agency, then signed another teams type A at the end...I would get the first round pick from Nashville, and the other team would get the 2nd.  I am now assuming that is not the case, as I just got taken a first round pick away, and was given a 2nd round pick in the middle of Free Agency.  The help section only says "Type A compensation picks are inserted in the proper order (based on the draft order) when the offer is accepted"...so the question is, what is the "proper order"?

No.  Worst team losing a Type A gets the earliest pick.
