If you are already the owner of say, franchise A, and you log out and then back in to change your city at the beginning of the next season, to say, franchise B, does that reset your finances to the crap 10M range?  Or is is predicated on your sign on and not getting out and then getting back in?

No, if you come back to the same team regardless of city change your budget does not reset. I prevents douchebags that ruined their budgets from being able to fix their mistakes with one easy fix.

Fantastic, because my budgets are right where I want them but changed without thinking about that.

It sucks if you take over a team as a replacement owner and try to keep the team long term.

Agreed.  Especially if you take over a guy who bottomed out his scouting budgets to make a run with a $120mil payroll.  Takes years to get those scouting budgets back up.
