i have a free agent SP who says he going free agency no matter what, but i can make an ofer wiill he sign if i offer enough?

If it is already the new season and he says he is filing no matter what, he is filing no matter what.  The message that you can make a big offer to get him to sign is, "unless you blow me away with an offer..."

If it is his last contract season and he says he won't negotiate with you, he might be willing to sign after rollover.
