You can offer him a big league contract which would slightly bump up the overall offer. Other than that, unless you want to transfer more money to prospects, you won't get him.

I transfered all my $  and don't even have enough left in my Player Payroll to offer him the $50+K per year for the Big League contract, lol. Guess I gotta save my $25M left in Prospect Payroll for someone else.

Another stud came along, but he has this warning:
Probably won't sign. He's happy playing in his home country.

Demands $9M, I offered $18M so far. How much will it take for this guy to sign? Or is he totally set on not signing?

IFAs ALWAYS sign.  That message is relevant for draft picks, but they mean nothing for IFAs.  No need to overbid on him, just win the bidding war, and he's yours.

Actually, there is a need to overbid on him.  You always have to overbid for IFA, because somebody else always seems to have a bunch of money left in their prospect budget with no one else to spend it on.

pirateswin2 is right. I've gotten stuck a few times with a lot of Prospect money and no one to spend it on. When that happens, I just sign a lot of guys who can help my MiL squads next year rather than letting it go to waste. That also keeps me from having to do a lot of MiL signings the next season. Not ideal, but the money's going to go to waste otherwise.

What is the reasoning behind the transfer penalty.  Seems to me that this isn't a realistic function of MLB businesses(teams).  If you need money in another portion of the team then you should be able to move it easily.

To maintain the need to budget properly.   The ability to move money with no penalty would negate the need to budget.
