Welcome to the SIM, wrgreer.  It's not unusual for leagues to go stagnant.  Quite often, the commissioner will disband the league and you'll wind up back in the draft center.  Or if enough time passes, you can remove your team from the league back to the draft center.  You're then free to join any other league that looks appealing.  Hope this helps.

When I'm in a slow-filling theme and I need the team for another use, I'll sitemail the commissionr to let him know Im still interested, and that I'd like him to let me know when the theme gets close to filling. 

To remove your team from that league, go to your Team Center and click on the icon next to the league number and the team will be returned to the Draft Center.  From there you can do with it as you please.
