I'm setting my budget for a rebuild team and with the exception of prospects & coaches the drop down window limits me to 14M.  Is there any way to get my scouting & training to more than 14M?

No. Because you took over a team, it resets those and is standard. No way to avoid it unless you took over the team before rollover.

Whenever you set budgets in future seasons, you can only + or - 4m in those catagories. In prospect and coaches I believe you have to have a min of 6m but can adjust up to 20m.
