This is being discussed in the HBD HBD part of the forums, but I thought I'd put in here. I think it would be good to allow a new owner taking over a team to have the option to go with the previous owner's budget settings. A real world example would be if the LA Dodgers were sold to a new owner, that new owner would be buying the training, medical and scouting departments of the Dodgers as well as the ballclub and park etc...
