I've signed 21 year old IFA's before who have progressed though -- below is one example. I understand they're not going to gain 10+ points in each category like younger IFA's would, but almost no progression at all seems weird to me.

The obvious difference between Ortiz and Rivera is that Rivera was a much better ballplayer at 21 than Ortiz was. In my experience, 21 year old IFAs only continue to progress if they are already pretty good when they sign.
I can't see any projections, but based on where Ortiz was at 21, he didn't have much ceiling anyway. He definitely had no business getting an MLB contract and taking up a spot on your 40 man roster.
