It gives the home team an advantage in just about every aspect of the game.  Not a big one.  I think a A+ HCA is worth maybe 5 points over a neutral court.. 

It fluctuates based on team wins/losses and division.  At D1 you can have every possibly HCA, but at D3 a 30-0 team would have a C home court I think.
