No it doesn't matter. You can set him to 4-8 mins but a starter will not play less than 15.
That's to keep people from jacking around with promised starts when they really don't mean them (like here).
That's simply not the way it works currently. If you use target minutes, you can have a starter play less than 15 minutes if your other minutes are properly accounted for.
Mark Antonelli can vouch for that, since against both Greensboro and St. Scholastica he started and played only 9 minutes (I generally do not allocate the full 200 on the low end, so starters pick up extra slack). In the two games combined, he committed only one foul, so it's not like he lost minutes to foul trouble.
