Good coaching will help slow decline.  I'm not sure how much because there are so many capable BL coaches that you really shouldn't have to go very low.

As for my question to shay82 about his theory, he hasn't been in a world for two seasons yet.  Not sure how much he knows about player development.

I am going by logic. The better coaching the better development with the right ratings. I am sure the makeup and patience fit into development too. I am still learning but right now i am going by logic and numbers. I will learn more as i go. My theory only stated that the below average coaching probably doesnt help development. Why not keep the below average coach in the minors and let him progress as a coach before you promote him.

Since you're learning and admit as much now, I'll help you.

If you're counting on your BL players to develop, you're doing something wrong.    For the most part, 4th year pros are largely done with development.   If you have a bunch of 2nd/3rd year pros on your BL roster, you need to re-evaluate your roster-building methods.    Coaches will help slow decline of learned skills but you're looking at low 30s for positions and mid 30s for pitchers.   If your team is loaded up with old guys, you need better coaches OR you need to re-evaluate your roster-building methods.   Finally, if you're fretting over a primary rating of 63 over 58 with coaches, you're making yourself miserable for no reason.  The "important" coaches, IMO, are fielding coaches.   They affect your entire organization.

A strategy of looking at the best coaches at the level below the slot you are hiring and then offering that coach a 'promotion' to the next level worked out OK
Sorry but as a somewhat experienced owner this strategy seriously annoys me. There is nothing worse than having an owner swipe a perfectly good AAA coach to be sub standard BL coach.
agreed...
