Don't allow new world creation.  Period.  There were a few of worlds created with some unique rules recently, so I can understand how/why they were allowed.  What's with this "Sweet Lou" world?  How is it any different from countless other worlds that need help filling season after season?  Perhaps for a new world to be created, it should be with the caveat that if they have more than 4 openings in either the first or second rollover, the world is disbanded.

It's stated that if 75% of the original owners are not with the world for season 5, they will disband it.

Doubt it.  If you are quitting the world (or HBD), why should you care if the world is disbanded or not?
