What's the multiplier for a letter grade of prestige - say, C+ to B+ - at DII?  It's less than it is at DI, right?

Im not sure the exact numbers but its really isnt that big of a factor and its a lot smaller than at DI. The biggest bonus for prestige is really just getting access to better recruits.

I have no idea if this is correct but I think of 1 letter as 1 HV (for a local recruit) per 3k.

...you think of a letter grade of prestige as a 10-15% gain?  Could DII really be that tiny?

In DII, when I "battle", I base everything on "Can I out HV" the other guy. 

I would much rather be the C guy 30 miles away than the A guy 200 miles away.
