Is the rep hit just a binary thing - you broke a promise and the kid transferred or not?

or

does it vary with how badly you broke the promise?  like if someone you knew, a friend of a friend, accidentally promised a start and 30 minutes to a scrub and he then left is that any worse than promising 15 minutes delivering 11 and having him leave?

I dont often break promises so I am clueless
