Reardon will be my closer this year.  The site has him listed as innings pitched per appearance as 1.67.  Since his innings pitched is boosted because 81 is a strike year, can he go two innings for saves or he strictly a ninth inning guy?

His IP/G doesn't get a boost because of the strike. I'd just give a him a 25/25 PC (1.67X16).

Those 80's closers arent too bad, I remember taking a Worrell and a Lee Smith in an open league they did pretty good.

I would go 25/30.    His in game fatigue at pitch #26-29 isn't to significant.

I'd set him to enter in the 8th inning, setting pitch count at 20/30, pull 2  and be prepared to rest him occassionally .  You might want to spend $800,000 on  a low inning "closer B" type available when Reardon is fatigued for a game.    That lower cost player can spend his alternative time as a set up B, 5/5 pitch count.    You should do well with Reardon.
