Can anyone tell me how useful Strand Rate is? Is it worth taking into consideration when evaluating a pitcher?

Not at all.

Wouldn't a high strand rate imply the pitcher is less effective than he appears?

I'm not sure, but the point is that WIS does not use that stat at all in determining the outcome of a plate appearance.

When drafting pitchers, look at hr/9#, oav# and bb/9#-- these will have the most correlation on how a pitcher performs.  If that is too complex for you then look at erc# or whip# and hr/9#.

I look at strand rate at the end of my seasons because it's easy to calculate, but it's more for my own amusement. It does not help when drafting.

Personally, I give more consideration to a pitcher's ERC# and his history, regardless of his BB/9#, because there are tons of pitchers in the sim who walk very few batters, but who get clobbered bigtime.  I'd gladly take a pitcher with sub 2.00 ERC# who walks more than 3 batters per 9 innings, over a pitcher with a 2.40 ERC# who walks less than one batter per 9 innings.

When evaluating pitchers, I look at WHIP. And a whip is also good on your wedding night.
