Bullpen setup question Topic

On one of my teams, I recently picked up one of the top relievers in the world  he's a traditional 30 stamina/ 70 durability closer w/ great stuff. http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=2196028

Prior to this season, I've been using a collection of long men type relievers with great stuff (2 having a 50 stamina/25 durability, the other having an 80ish stamina/7 durability)  I also have another filthy left hander that has stamina/durability of a traditional setup man (30/70)

For argument's sake, lets say I have all of these guys setup to come in during the 4th inning or later.  I'm in the NL, and have seen a fair share of instances where the starter goes 5, gets pinch hit for and a reliever enters in the 6th.  How does the sim decide to put in during the 6th?  Does it automatically put in a long man, does it ignore the long/setup designation and put in the best pitcher that is available to pitch?  Similarly in the 8th when another pitcher is needed, will it automatically put in a setup man, or the best pitcher available for that situation.  My instincts tell me they'd put in the best setup reliever, even if a more talented long man was available.

finall, with the last guy linked, I'd love to use him as a LOOGY for about 100 games (1-2 batters at a time)  I've never been able to set that up, I don't know anyone who's been able to simulate what Tony LaRussa can do with that rule.  Is there anyone that has a good strategy to setup a LOOGY using inning available, pull counts, pitch allowances?
