I'm having a hard time remembering this - I know it's basic, but here's the question:

When the negotiation period for signing coaches or free agents says it ends "2/1 PM", what time does that mean?  Does it mean that neogotiations occur through the PM cycle, or that they are complete when the PM (first cycle) runs (i.e. at 11am or so EST)?
