I got outbid for an IFA by a team who's prospect budget is lower than my bid.

This team:

Ottawa, I bid 29,010,000 and a minor league contract. Ottawa's total prospect budget is 33 million, with 4.3 million used already. So he has an available 28.7 million. So how did I get outbid?

I keep telling him if he uses his entire budget to sign one IFA he wont be able to sign any of his draft picks, but he wont respond

Is it possible he offered a big league contract at 327,000 a year? Thats the only thing I can think of

had to offer a ML deal is my guess...

On another note... it's good to know WIS still throws out some serviceable IFAs in some worlds.

I was surprised that there is nothing to regulate an owner dropping his entire prospect budget before the draft even takes place... if he does end up signing this guy he won't be able to field a rookie team

looks like he already has a team of rookies. With the 11th or 12th pick that he has, he could draft a high-risk guy and try for the type D. Or, he still has a Mil he can transfer from his player payroll and he could always trade away Luis Gonzalez or a prospect for cash to free up some more money for his picks.

drafting a high risk guy would be a waste.  You need the full amount of the initial demand to be turned down for the pick to be "compable".

I think you need to have a certain number of players in rookie league-- 25, I think-- to bid high enough to get your prospect budget below $6M.

Basically what egrant said. He already has a full rookie team, he can spend all he wants on the IFA. There are no rules against ignoring the draft...I've done it a couple times. As a side note, if you don't have a full rookie team, all the games just get skipped. You won't play any and I don't think anyone gets credit for the win.

IMO there is definitely times when it is worth it. I did it just this year, it hurt when the draft came around, but the IFA I picked up would have been the #1 overall pick.  I chose to think of it as "trading up" in the draft...

So you have the option of not having a full rookie team and not playing rookie ball?  I never heard that before.

My world has been crazy so far this season. Atleast 3 hall of fame caliber IFAs, and another 5-ish that will be probably make atleast one all star game in their career. I've never seen anything like it.

You can sign tryout camp guys. They'll be terrible, but they'll play.
