In a bidding war for a International Player.  If I offer him a ML Contract, can I still assign him to minor league (say double a) without a penalty to his attibutes?

Just remember a major league contract starts his option clock.  In other words, once you're into his 4th season with your org, you won't be able to send him down without waivers once he's in the bigs.  If he's good enough to offer that contract to, that should not be a factor.
