With a Work Ethic of 1 what type of improvement can you expect to see in a player? A guy im looking at has good potential in some categories and I was wondering what everyones experience with a WE 1 guy has been.... If I play him this year, or god forbid start him could the WE rise dramatically enough to make it worth it?

Have made this mistake - no matter how impressive the potential, assume the ratings will be the same 4 seasons later. Whatever he does gain in season, he will lose in off-season. It is best to set your search criteria to >25 WE so you never see these types of recruits - UNLESS you need his particular skill set the current season and have no need for him to be better 4 seasons later.

No. If he's good enough as is, recruit. But do not expect any improvement in-season to last through the off-season.

Along with what headpirate said, his WE will barely rise if you start him

A player on my team, started 25 of 27 games, played 16 mpg, and his WE went from 9 to 11

Even if you start him for 4 years his WE will probably never break 10 and he might end up losing more points in the offseason than he gains during the season.
