Yes it means he is open to signing with you. The fact that you have spent that much and he isnt considering you may mean that a team in a high division showed him a little interest at the start of recruiting.

Should i offer him another home vist? Down to under $1000 to spend and i have 1 person that i pretty much have locked up and 2 scollies left.

The computer team is a legit opponent - and with just $1000 to spend?  If he's not considering you yet, you're not going to get considered AND beat the Sim with just that money.  Find a different target.

probably so philly. Your best bet with that much of a budget left would be to find someone who is close to you (probably within 100 miles) that is not considering anyone right now. Still might be tough to sign him for under a grand, but I have signed guys in the past for $110 (phone call + scholarship)
