This guy was drafted this season:

 Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Turk Saberhagen

Roster expansion is coming up in our world, and based on this guy's current ratings, we could actually put him to use in our ML bullpen.

Assuming we promote him after the expansion date and demote him back prior to the rollover to next season, would there be any developmental or contractual penalties for doing this?

I've moved guys up for expansion before, but never somebody so young who was just drafted this season.

Actually, he'd have to be put on your 40 Man roster tp be called up.

 This will start his options ticking.  I'm not sure if you'd lose one option for this season or not.

Yes, he'd lose an option.    But, if you don't plan on bouncing a player back and forth between the minors and the bigs, it's no big deal.   If he's good enough to be in his bullpen already, that's not likely to be happening.

He did say he planned on demoting him back down prior to rollover.  That's why I brought it up.

Since he's promoted players for expansion before, I assumed he understood options/40 man roster.

I thought he was only asking if his development would be hurt.    It won't.
