Give me an estimate of expected pitching performance from this guy this year.

Let's assume his control is 82 by the time he's up (20 games into the season) and his vL/vR are 62/60

He throws ground balls, has a great 1st pitch, a good 2nd one and a decent 3rd.

Playing in the NL in a neutral park.

3.8-4.3 ERA...or something like that?

I'm thinking something of a league average starting pitcher...

Maybe something like 1.3-1.4ish WHIP, I think a bit higher on the ERA 4.10-4.50ish, somewhere in there.

My formula has him with an ERA around 4.50 and WHIP of 1.45.  

Being left handed with a vR at a pedestrian level, he looks to be below average in ERA and WHIP.  But overall average for team effectiveness as he should be able to pitch a lot of innings, going deep into his below average games and saving the bullpen for better days.

Missing context.  There are more variables than his ratings.  If he has a great defense behind him, he could surprise.  If his velocity was a little better, that would help in the absence of real good splits by gaining you an extra out or two via the K each outing.  If he played for one of my teams with an outstanding defense behind him, in a good year I'd expect a WHIP of about 1.3-1.4, an ERA of anywhere from 3.7 to 4.3 over 200 IP, which you can live with out of a BOR starter.  In a "bad season" he may be 1.4 - 1.5 WHIP and ERA of 5 and change.  He's no star, but he'll give some production.  That's with a good to great defense.  If you're sacrifcing defense at all for hitting, he could get routinely hit hard.
