I need a new owner for the Houston franchise in this single season progressive entering season 27, the 1995 season.

Basic progressive rules except for a wins per team payroll formula used to determine the draft order in the 1st round only. So teams try to get the most wins out of a low team payroll.

The roster has 22 players with 1995 seasons but new owner can make more cuts. Also 3 players on IR returning in 1996.

Drafts 15th in the 1st round. Ask any questions.
