With regard to HS and College Scouting, does $$ spent equal the numbers of prospects you see or the accuracy of their #'s and projections?  Or both?  Should a team who spent less in say HS scouting see players that a team that spent more in HS scouting cannot see?  If so, is this a function of advance scouting $?

$$$ does not mean you see all the players so you could spend less and see players that someone who spent more does not see.
