What determines a hitter's GB/FB stat? Is it just a lack of power?  The balance between Contact and Power?

Over the last 3 years of team batter data from Moneyball there is a pretty strong inverse correlation between team HRs and team GB/FB ratio (-0.579) and team ISO and team GB/FB ratio (-0.549).  Correlation doesn't equal causation, but one can imagine that whatever leads to more homers and more isolated power leads to less ground balls.
