Is there any recruiting prestige boost in D2 and D3 for sending players to the NBA while you were in D1?  In those levels, there is virtually zero chance a player is going to get drafted, so is there a point in having a kid sign for that coach if players from that level never get drafted?

Nope. The boost when a D1 coach drops to D2 or D3 depends on how succesful the coach was at D1. Even moderate success at D1 will boost the D2 or D3 school when a the coach drops down.
