You get to keep the entire amount. There's no reduction. If you have $10,000 from carryover and postseason money and no scholarships to fill, you get to keep ALL of the money.
Example:
Year 1: $25K and 4 open scholarships. You fill all 4 and have $10,000 left.
Year 2: 0 open scholarships. You have the $2,500 carryover + $5,000 in postseason money.
Year 3: 4 open scholarships. You get the entire $7,500 + new scholarships + new postseason money.
