question to veterans-its a new season in another world and I overextended my budget to sign my arbitration guys.  At what point in this offseason will they automatically transfer the money from prospect budget? do i have a chance to unload some cash through trades first?

i think the above post is worded badly, here goes again 
my budget was set at 77 million. after i signed my arb players my players salary was 83 million. at what point in spring training will the SIM autom,atically transfer money from prospects to players?
