I believe Seble said the only changes that wasn't going to take effect immediately was the increased limit to 6 players to prevent EE (and also not counting the 1 year transfer in that total).
His post in the Tarkanian Early Exit thread states:
Just to clarify: the only rule that is put off for a season is the one related to the max players that a team can lose. The changes to the ranking logic and the decision logic will take effect the next time early entries are decided.
HOWEVER, early entries are decided right after the National Championship game, so that would have happened under the old logic for Tark. Naismith and Phelan ended this morning, so their early entry process did use the new logic.
I know the timing of things can be confusing, so I hope this helps.
So if we're using the new EE logic that shouldn't care about big men vs. guard I'm still unsure why I got hit with EE after a first round NT exit while others with higher prestige/deeper NT run/as good players (never mind their juniors) aren't effected.
As it is, I think I'm going to probably go backwards now with essentially only 1 good player on my roster now.
