Recruiting in Iba starts on Monday and I'll be on vacation until after signings start.  Would it be possible to sign 4 decent players if I start recruiting AFTER signings have begun?

almost assuredly yes. With the exception (perhaps) of high end D I I would say that you can definitely find 4 decent to good players after signings begin - plus FSS will be cheaper...
