I am really getting into HD again and I was wondering if anyone knows how many points each skill will gain for each level of potential.

Low = 0-7
Medium = 7-20
High = 20+

if you send evals (scouting trips), you can get more detail on the amount of improvement, too. there are 5 messages you can get for every rating - 2 messages make up the low range, 1 for medium, and 2 for high. because the low range is such a small difference, the high/high vs low/high differentiation is really what matters. finding that out is an important part of the game, especially in d2/d3.

the sub ranges are as follow...
low/low:      0 - 1
high/low:    2 - 6
medium:    7 - 20
low/high:    21-27
high/high:  28+
