Trading a guy on the DL Topic

I know this has probably been addressed, but I wanted to make sure of the rules.  I am working on a trade for a guy who is currently on the DL. When can I actually make the trade so WIS does not kick it back?

He has to be off the DL when the trade is processed.

I believe he also has to be w/n 7 days of being fully healthy when the trade is processed, ie he has a 30 day injury, but is taken off the 15 day DL after 15 days and is dealt despite not being fully recovered.
