1959 Progressive League - FULL Topic

I have been running a 12 team progressive league since the 1953 season, and we are currently looking for one owner. Moreover, we have expansion guidelines in place that will build 4 additional teams by the 1961 season. Currently, we are in the 1958 season, and the draft will start in the next week or so (hopefully!). Interested? Let me know...rules and team will be posted below.

DRAFT ORDER: First season, will be snake style. Every following season, will be a standard draft, with the initial order based on the winning percentage from worst to first. IF THERE IS A TIE, the team with more live games will be ranked higher. IF still a tie, I'll do a random drawing at random.org In order to avoid tanking a season, the worst 3 teams will be drawn randomly for the top 3 picks...but the rest of the draft will be accordingly to the worst to first order.
KEEPERS: Unlimited keepers.
WIN MINIMUMS: You MUST have 40 wins at end of season to be eligible for the top picks. If you have less than 40 wins, you will drop to the #4 pick.
TRADES: Trading of picks allowed for current year only.
TEAM NAMES: Must be related to your stadium. City of stadium will be reflected in your city name. So, team name must follow the pattern Philadelphia __________.

Expansion Rules:

Starting with the 1958 draft, an additional 4 picks will be placed at the end of each round, one per expansion franchise. I, along with perhaps a volunteer or three (or an new owner who wants to step up, join, yet wait for a few seasons), will draft for these four franchises...with in mind that they won't be active teams until 1961. This will give a few seasons where some players will be in limbo, but if you look ahead that far, perhaps the early seasons of those players won't be too dramatic anyways. These players will be "held" until that time. They will draft for approximately 4 or 5 rounds, and the picks are not tradeable. The same will occur in the 1959 and 1960 drafts....thus building a base of 12 - 15 players per team (each season they will be randomly assigned a spot). In the 1961 draft, they will be once again be provided end of round spots for the final time, but will draft until they have filled out their roster.

Another possibility (this portion is in discussion), which could even work in conjunction with this, is to provide a keeper list for 1961 (16-20 players?), and before the regular draft, hold an expansion draft of sorts...perhaps filling out another 3-4 spots on each roster (if 3 spots...each team would only lose 1 player..when you lose your one player, your franchise would be free from losing any more). Once that draft is over, you could retain whatever players that were not drafted before the regular draft occurs.

Another possibility is to allow any drafted player by the expansion franchises (between 1958-1960) to still be drafted by the current teams with the idea that you WILL lose those players starting with the 1961 season. That would allow those players to still be used, but only on a short term basis (and untradeable). It would reduce their value in the draft, but if there were some seasons that would be nice to use in the meantime, they wouldn't necessarily be in limbo.
