How absolute are the player ratings? Would I see any increase if I get an awesome coach? Or would the player just develop faster?

The projected ratings that you see are far from absolute. The higher your advanced scouting budget, the less variance you will see from the "true" projections. But even with the maximum AS budget of $20m, there will still be some variance.

Development of a prospect towards his true projections depends on three basic things: (1) good coaches; (2) playing time; and (3) timely promotions.

Things like injuries and demotions can hamper development.

Lets say a guy is projected a 70 overall. Could the guy end up being 80+? Or more like 71,72? Coaching and scouting permitting...

Certainly he could be any of those depending on the individual circumstances. He could also be a 60.

Am I wrong, or doesn't the training budget come into play?
