Is it standard operating procedure for WIS to force private worlds public if they don't fill in some specified amount of time?

Woke up today to see that Wrigleyville is now public even though the owners and commish did not consent to such a change.

It will go public after 7 days. The commish can extend privacy another 7 days if he so chooses, but if he does not extend it then it will go public.
