I just constructed a trade proposal with a "Can Reject Trade" vet. Then I pushed the button to propose it and it immediately came back with the message that the player was exercising his right to veto the trade.
While I'd rather that the proposal be successful, if it's to fail for that reason I'm happy for the immediate feedback, rather that getting the deal killed after it's been accepted by the other owner and approved by the league.
