Developing Durability Topic

Does playing a player past 99% in the minors help develop their durability? I typically try to keep my players at 100%, so when they dip below I typically rest them. I've noticed that a lot of my minor league players havent developed a lot of durability, so I was wondering if what I was doing was counter-active to their development. Obviously I don't want to risk injury, so resting them when they dip lower makes sense, but does it make sense to try to keep them around 100%?

keep them around 100%, dipping them below won't develop durability, although it will increase their chance of injury which could cause a hit in ratings and could actually cause their durability to decrease.

I've done this forever, and I've started to question it. Development (of skills, not necessarily tools like durability) is a function of playing time, among other things. I've started to try to squeeze the extra 50 PA out of my position players by letting them get down towards 90% towards the end of the season. It does carry a (I think slight) increased risk of injury, though.

Durability is a tool and bumps in the offseason. I think training budget plays a big role; unsure about previous season's coaching, playing time, etc.
