How much do overall ratings matter? No just kidding lol.

Do players ratings decline at all between seasons? The reason I ask is because in CRD, your Driver/Crew Chief would improve throughout the year, but all of the improvement wouldn't stay on, the ratings would just decrease for no rhyme or reason....does that hapen in HD or no?

I will answer on a purely factual basis. Yes, they do change during the offseason. It could be up, it could be down, in large part dependent on work ethic.
