A recruit I'm looking to pull down was being recruited by a team that has fulfilled its 3 scholarship openings, though FSS still says that that team is the front-runner. Is that team's recruiting effort nullified now that they've fulfilled their scholarship requirements?

has new FSS info posted or are you looking at the 3:00 a.m. FSS report? usually it takes a while after 2:00 for a new afternoon FSS update - be patient if it has not yet posted

the window in which one can rescind was changed at some point in history - back when snakes had legs

there is discussion of it in the FAQ and in some old dev chat at the time of the change
